In incandescent light bulbs, 90% of the total energy consumed turns into heat, as a result, the filament in the bulb lights up. In LED lights, electricity does not turn into heat but light directly and therefore no increase in its temperature which ultimately saves energy.
Yes, however this depends on the LED driver of the light fixture. The driver is an electrical circuit used for transferring power to a light-emitting diode.
If the design of the driver allows for dimming then a compatible dimmer would be required to be purchased in order to dim the lights.
